Chen Deming: The second batch of rare earth export quotas announced during the year

Domestic trade "12th Five-Year Plan" is expected to complete the year-end export growth will decline. Minister of Commerce Chen Deming said in an interview with China Securities Journal on the 13th that the second batch of rare earth export quotas will be announced in 2011. The growth rate of export trade this year will decline. In addition, the “Twelfth Five-Year Plan” for domestic trade is expected to be completed by the middle of this year.   Chen Deming pointed out that the second batch of rare earth export quotas for 2011 will be announced. The annual increase or decrease of quotas compared with last year is still uncertain and still in the final stage of research. At the end of last year, the Ministry of Commerce announced the first batch of rare earth export quotas in 2011, which led to speculation that the quotas were greatly reduced in 2011. Some insiders believe that the second batch of quotas may not be announced during the year. Last year, China's relevant regulatory authorities successively issued a series of rare earth product management policy measures aimed at restricting the over-exploitation of rare earth resources and protecting the ecological environment. This indicates that the state's regulation of rare earth exports will further increase in 2011.   Chen Deming said that he is confident that the CPI increase for the whole year of 2011 will be controlled at around 4%. He said: "As long as we increase supply, maintain market order, invigorate market circulation, and implement a prudent monetary policy, it is not a problem to curb inflation." Chen Deming pointed out that China's price level this year is affected by many uncertain factors, such as rising costs. Various factors, but the international input factors are even greater. When talking about the year-round trade issue, Chen Deming said that overall, China’s export growth this year will decline, but it will still be at a reasonable surplus level throughout the year. “There are many uncertainties, and there will be a trade deficit in individual months.” Chen Deming also revealed that the “Twelfth Five-Year Plan” for domestic trade is probably completed “when the first half of this year is over.” He pointed out that the introduction of the "Twelfth Five-Year Plan" for domestic trade is the need to start domestic demand. The so-called domestic demand mainly has two aspects, one is investment and the other is consumption. "Investment has to be transformed into consumption. China's own consumption is domestic trade. The purpose of planning is to make everyone spend money safely, spend money well, and have more money to spend. The savings rate of Chinese residents has dropped slightly. The consumption ratio has risen slightly, contributing to China and the world economy.” When asked about the impact of the Japanese earthquake on the Chinese economy, Chen Deming said that Japan has always had a huge trade surplus with China. The earthquake in Japan may have some impact on the short-term economy, but it is only temporary.
