Editor's note
In order to thoroughly implement the "13th Five-Year Plan for National Economic and Social Development of the People's Republic of China" and "Made in China 2025", and to guide the chemical fiber industry to accelerate the transformation and upgrading, according to the "Telecultural Industry Development Plan (2016~2020)", Recently, the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly formulated and issued the "13th Five-Year Development Guidance Opinions for Chemical Fibre Industry" (hereinafter referred to as the "Guiding Opinions").
After the release of the "Guidance Opinions," it has aroused a warm response among the chemical fiber industry and enterprises in China. For the key issues in the development of the industry during the “Thirteenth Five-Year Plan†pointed out in the “Guiding Opinionsâ€, the industry has also initiated heated discussions. So, what is the basis and background for the development of the Guiding Opinion? How to understand several key issues in the development of the industry pointed out in the "Guiding Opinions"? At the beginning of the new year, China Chemical Fiber Industry Association made an authoritative interpretation of the Guiding Opinion.
The chemical fiber industry is China's industry with international competitiveness, an important pillar industry for the overall competitiveness of the textile industry, and an important part of strategic emerging industries. During the "12th Five-Year Plan" period, China's chemical fiber industry continued to promote structural adjustment and industrial upgrading, and the industry as a whole maintained a stable and sustainable development trend. It has completed the main objectives and tasks of the "Twelfth Five-Year Plan" development plan and achieved a strong chemical fiber industry. The goal laid a solid foundation. The “13th Five-Year Plan†period is a crucial period for China’s development from a large chemical fiber country to a basically chemical fiber-intensive country. It is also a crucial period for the chemical fiber industry to adapt to grasp the new normal, steadily push forward the supply-side structural reform and implement the “Three Goods†strategy. In the face of the increasingly complex domestic and international environment, in order to build a new competitive advantage in China's chemical fiber industry, the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly issued the “13th Five-Year Development Guidance Opinion for Chemical Fibre Industry†(hereinafter referred to as “Guidanceâ€). ")) pointed out the direction for the healthy development of China's chemical fiber industry during the "Thirteenth Five-Year Plan" period.
I. The basis and background for the development of the "Guiding Opinions"
During the “Thirteenth Five-Year Plan†period, the development principles, goals, and tasks of China's chemical fiber industry must be established based on the scientific judgment of the status quo of the development of the chemical fiber industry during the “Twelfth Five-Year Plan†period and the new situation faced during the “Thirteenth Five-Year Plan†period. .
(I) The status quo of development
During the "12th Five-Year Plan" period, the scale of the industry further expanded. The output of chemical fiber was 48.31 million tons, accounting for 70.0% of the world's total. The proportion of chemical fiber in textile fiber processing volume increased from 70.0% in 2010 to 84.1%. The industrial structure has been continuously optimized and the degree of industrial concentration has been further improved. In 2015, the production capacity of chemical fiber enterprises with a production scale of 200,000 tons/year accounted for 66.9% of the entire industry, an increase of 17.9 percentage points over 2010; the product quality and added value continued to increase, and the product structure was more adapted to market demand, and the chemical fiber differentiation rate was 58%, an increase of 12% over 2010; The self-sufficiency rate of refined terephthalic acid and caprolactam in chemical fiber raw materials has increased significantly. High-tech fiber industry has achieved outstanding achievements. Breakthrough in the development and industrialization of high-performance fibers. High-strength carbon fiber overcomes the difficulties of dry-jet wet spinning technology and realizes large-scale production. High-model, high-strength and high-model carbon fiber has exceeded key manufacturing technologies; meta-aramid, ultra-high-molecular-weight polyethylene, continuous basalt, polyphenylene sulfide The production scale and product quality of other fiber products have reached the international level; para-aramid, polyimide, PTFE and other fibers have basically achieved industrial production. China has become the country with the highest coverage of high-performance fiber production worldwide. The development of bio-based chemical fiber technology and its industrialization have made important progress. Bio-based chemistry of lyocell, bamboo pulp, hemp pulp, polymethylene terephthalate (PDT), polytrimethylene terephthalate (PTT), polylactic acid (PLA), chitosan, protein complex, etc. Fibers have been industrialized, and key varieties such as seaweed fibers and bacterial cellulose fibers have broken key technologies for industrialization. Technological research and technological progress have achieved remarkable results. The 6 key core technologies won the second prize for national science and technology progress, and the 13 technologies won the first prize for "Science Light" for scientific and technological progress. “China Chemical Fibre Industry Association·Hengyi†scholarship fund promoted the research of basic industry theories and transformation of results. The construction of industrial innovation alliances such as the Strategic Alliance for Technological Innovation in the Chemical Fiber Industry has been accelerated, and the industry’s ability for collaborative innovation has improved significantly. The pattern of fiber raw materials has been significantly optimized. The single-line 100,000 tons/year caprolactam and single-line 2.5 million tons/year refined terephthalic acid production technology and equipment have achieved localization. The production technology of new chemical fiber products has been significantly improved, and product quality and added value have continued to increase. Chemical fiber brand cultivation is gradually advancing. The continuous release of “Sheng Hong·China's Fiber Trend†has promoted the corporate brand effect and operating efficiency, and has gradually formed a new model for effectively connecting upstream and downstream of the chemical fiber industry chain. The standard support ability is further enhanced. The China Chemical Fiber Industry Association Group Standard is one of the pilots of China's standard system reform and it satisfies the needs of the market and innovation. Energy saving and emission reduction achieved remarkable results. More than 40 key energy-saving and emission-reduction technologies have been promoted, and companies with carbon footprint product certification and regenerative system certification have increased. The construction of the legal system for cleaner production systems has been accelerated. The conditions for viscose fiber admittance and the regulatory conditions for recycled chemical fiber (polyester) industry have been promoted. The publication of a batch of clean production and industry access documents has promoted the restructuring and upgrading of related industries.
However, it should also be noted that while China's chemical fiber industry has achieved remarkable results, there are still some problems, mainly due to the structural overgrowth of conventional chemical fiber products. This has led to a significant drop in the quality and efficiency of enterprises and industry operations. The proportion of products with high added value and high technology content is low, and the ability of independent innovation of enterprises is not strong enough. It cannot adapt well to the needs of functional, green, differentiated, and personalized consumption. The high cost of high-performance fibers, the large fluctuations in quality, the low level of variety differentiation, and the lag in application technology development make it difficult to meet the development needs in the fields of aerospace, energy, transportation, and equipment. The level of service of smart manufacturing and production is not high.

(II) The new situation facing
The global fiber industry continues to make in-depth adjustments. Today, the world is now setting off a new round of technological revolution that focuses on information technology, biotechnology, new material technologies, and new energy technologies. Intelligent, digital, refined, and low-carbonization have become the development trend of the global manufacturing industry. This gives chemical fiber Industrial industry forms, production methods, and business models have brought profound effects. The international industrial structure has undergone in-depth adjustments, and international and regional trade rules and the environment have undergone continuous changes. Europe, the United States, Japan, and other developed countries and regions have gradually withdrawn from conventional chemical fiber production, implemented the "reindustrialization" strategy one after another, and increased high-tech and high-functional fibers. The research and development efforts have focused more on cooperation with end-user demand, and a wide range of industry restructurings. With the advantages of science and technology, brands, and supply chain integration, strong competition has emerged in the field of high-tech and high-value-added products. India and Southeast Asian countries mainly rely on low-cost and international trade preferences, as well as high economic growth rates and huge consumer base, to continuously upgrade their manufacturing capabilities in the low-end and fast-paced areas, and accelerate the acceptance of textile and chemical fiber industries. International Gradient Transfer. The new international competition situation has put forward new urgent requirements for the international positioning and transformation of China's chemical fiber industry.
From the perspective of demand structure, China's chemical fiber industry still has a vast market space. High-tech, high-performance, and high-functionality fibers and materials are not only the commanding heights of science and technology in the global fiber industry, but also one of the key areas for the development of strategic new industries such as new materials, new energy, and environmental protection in China, with a broad market space. And growth potential. The implementation of the "Thirteenth Five-Year Plan" and the "China Made 2025" national strategy will accelerate the development of the intelligent and green development of China's chemical fiber industry. The field of high-performance, differentiated, and ecological fiber applications is constantly expanding into industries such as transportation, new energy, healthcare, infrastructure, security protection, environmental protection, and aerospace. With the in-depth adjustment of China's economic structure, the acceleration of opening up and urbanization, and the escalation of personalized, differentiated, and functional demands represented by the middle class, old-age consumption, and young fashion, the demand potential of China's chemical fiber industry will continue to grow. The release provides a new opportunity for the industry's supply side to improve overall quality and efficiency and develop high-quality production capacity. The implementation of the "One Belt and One Road" development strategy will help China's chemical fiber industry to deploy manufacturing bases in countries along the "One Belt and One Road", make better use of two resources and two markets, and promote the internationalization of China's chemical fiber industry.
In addition, the development of China's chemical fiber industry has entered the "three-stage superposition phase" of the rebalance period of supply and demand, the optimization adjustment of stock capacity, and the appropriate development period of high quality increment. The contradiction between backward production capacity and structural overcapacity has become increasingly prominent, which has affected the sustainable and healthy development of the chemical fiber industry. The task of de-capacity, destocking, and shorting boards is arduous; resources and environmental constraints are becoming tighter; labor and other production factors Continual increase in costs and other contradictions restrict the transformation and upgrading of the chemical fiber industry. At the same time, automation, digitization, intelligence, and flexible design and manufacturing are having a profound impact on the development of the chemical fiber industry. Cross-border innovation, supply chain traceability management, and full life cycle management are reshaping the value chain system of the chemical fiber industry.
Therefore, we implemented structural adjustment on the supply side to achieve a good connection between the supply side and the demand side, vigorously implemented an innovation-driven strategy, and actively promoted the transformation and upgrading of the chemical fiber industry from “Made in China†to “China-based Smart Building†to enhance global resource allocation capabilities. During the "Thirteenth Five-Year Plan" period, the chemical fiber industry seizes opportunities, meets challenges, and inevitably chooses to build a fiber-intensive country.
II. Main considerations and overall structure of the "Guiding Opinions"
First of all, the chemical fiber industry occupies a very important position in China's national economy and social development. At present, chemical fiber accounts for more than 80% of the country's textile fibers, and is widely used in various fields such as clothing, household and industrial use. From a global perspective, China's chemical fiber production accounts for about 70% of global fiber output. Therefore, whether the chemical fiber industry can develop healthily during the “Thirteenth Five-Year Plan†period will have a great impact, and it is necessary for the country to conduct macroeconomic guidance.
Second, during the “13th Five-Year Plan†period, a new round of scientific and technological revolutions across the globe formed a historical convergence with China’s economic transformation and upgrading. Faced with the new situation in which China has accelerated the implementation of major strategies such as “Made in China 2025†and “One Belt and One Road†and a series of important plans for China’s “Thirteenth Five-Year Planâ€, China’s chemical fiber industry is facing a new round of structural adjustment and industrial upgrading. Opportunities and Challenges. Aiming at the problems such as structural overcapacity in the chemical fiber industry, weak self-innovation capacity, declining quality and profitability of the industry, tightening constraints on resources and the environment, rising costs of labor and other production factors, and unmatched external environments such as raw material supply, We must strengthen supply-side structural reforms to meet demand, create demand, and lead demand. We must focus on transformation, upgrading, and quality improvement. We must improve our ability to independently innovate, increase our technological strength and brand strength, and increase the internationalization of the chemical fiber industry. The ability and level of operation, the establishment of new competitive advantages, and the goal of basically building a fiber-intensive country.
Third, in the "Guiding Opinions" in the process of the preparation of its focus on science. In 2014, the Ministry of Industry and Information Technology entrusted the China Chemical Fiber Industry Association to carry out the preliminary research of the "13th Five-Year Plan" chemical fiber industry development plan, focusing on the judgment of the status quo of China's chemical fiber industry, the new situation at home and abroad, and the focus of technological innovation. Tasks, the performance and impact of structural overcapacity, and the direction and focus of green development carried out a large number of investigations and studies. During this period, the China Chemical Fiber Industry Association held a number of seminars, extensively listened to opinions from government departments, research institutes, experts, and enterprises, and made it easy to publish its manuscripts so that the “Guidance Opinions†had strong theoretical and practical support. Targeted greatly enhanced. In the process of planning and formulation, special attention was also given to the following principles: First, adhere to the principle of unity of goal orientation and problem orientation; second, adhere to the principle of coordination of comprehensiveness and focus; and third, adhere to the combination of forward-lookingness and operability. in principle.
In terms of structure and content, the "Guiding Opinions" are mainly divided into 4 major parts. The first part is the overall requirements. It is supported by new development concepts and proposes the guiding ideology and basic principles for the development of China's chemical fiber industry during the "13th Five-Year Plan" period. development Goals. In view of the status quo of the chemical fiber industry and the new trends and challenges it faces, the Guiding Opinions propose four principles: innovation drive, upgrade development, total control, balanced development, green manufacturing, sustainable development, open cooperation and common development. In terms of structure, it takes the form of a combination of key tasks and columns that reflect important fields. Key tasks describe the main directions of development. Columns address the key tasks and focus. The second part proposes four key tasks. First, accelerate structural adjustment and achieve transformation and upgrading; second, promote scientific and technological progress and improve innovation; third, develop green manufacturing and promote recycling; fourth, innovate development model, enhance industry soft power. . In order to ensure the completion of the planning goals and tasks, the third section puts forward the key areas and directions for development, together with specific columns: First, new fiber materials, including differentiated, multi-functional fiber quality improvement, high-performance fiber industrial engineering Industrialization of bio-based fibers; second, green manufacturing; third, smart manufacturing; and fourth, brand and quality improvement. The fourth part is policy measures. The “Guidance Opinion†proposes to strengthen the support for industry transformation and upgrading; support mergers and reorganizations to eliminate backward production capacity; improve the level of opening up to the outside world; optimize the market development environment; play a role in social organizations; strengthen the “Guidance Opinion†Organization and implementation.
Third, the "guidance" a few key issues
(1) Lagging out and resolving structural overcapacity
The CCP Central Committee's "13th Five-Year Plan" proposal and the "13th Five-Year Plan" outline explicitly proposed to actively and steadily resolve excess production capacity. The Central Economic Work Conferences in 2014 and 2015 all proposed the use of "three trips, one drop and one supplement" as the focus. In particular, to reduce production capacity, it can be said that the elimination of surplus production capacity will play a key role in the structural reforms on the supply side. This is the key to China’s economy regaining its upward momentum and moving up to the high-end level. Link. China's chemical fiber industry has made remarkable achievements during the “12th Five-Year Plan†period, but there are also extensive development methods, some industries are heavy-scale, light innovation, excessive production capacity of conventional products, and the contradiction between supply and demand is outstanding, resulting in over-competition of conventional chemical fiber products. Affected its overall virtuous circle. During the “Thirteenth Five-Year Plan†period, we should adhere to the control of total volume, optimize stocks as the main line, improve development quality and efficiency as the end result, use the market and the rule of law to do a good job of capacity reduction, strengthen technological transformation of enterprises, and resolutely eliminate one. Unsatisfactory batches and no retrofitting potential. Using laws, regulations, and standards related to environmental protection, energy consumption, quality, safety, etc., we are determined to actively and steadily resolve excess production capacity, strictly control the new production capacity of conventional products, and optimize the supply structure for enterprises to make room for manoeuvre, so as to achieve steady progress in the quality and efficiency of China's chemical fiber industry. The promotion and virtuous cycle is also a key step in the healthy development of China's chemical fiber industry during the “13th Five-Year Plan†period.
(B) Promote scientific and technological progress and improve innovation capacity building
Innovation is the first of the five major concepts. The “Thirteenth Five-Year Plan†outline clearly states that strengthening the leading role of technological innovation in comprehensive innovation, strengthening original innovation, integrating innovation, and introducing and digesting and re-innovating, and strengthening the capacity for independent innovation for the economy Social development provides lasting momentum. China is a world leader in chemical fiber, but it is not yet a powerful chemical fiber country. Compared with the developed countries in the world, there are still large gaps in high-performance chemical fiber, bio-based chemical fiber, and key equipment for fiber manufacturing. Therefore, during the “13th Five-Year Plan†period, it is necessary to regard improving the ability to innovate, and the urgency and drive to enhance innovation as important goals and tasks.
To this end, the "Guiding Opinions" put forward the key direction of scientific and technological innovation in the chemical fiber industry from the aspects of improving the innovation system, improving product quality, advancing the industrialization of high-tech fibers, and accelerating the integration of two aspects. First, give full play to the role of the strategic alliance for industrial technological innovation, establish a technology innovation system and industrial innovation platform with leading enterprises as the mainstay, production, learning, research, and integration, and accelerate the advancement of this integrated platform in all aspects. In the key areas, it possesses the engineering promotion and industrial application of core intellectual property technologies. Second, in the optimization of product structure, efforts will be made to increase the research and development level of various chemical modification technologies and new products of conventional chemical fiber, increase the proportion of functional and differentiated fibers, strive to improve product quality, and strengthen the entire process from raw material procurement and production to storage and sales. Process quality management, improve the product life cycle quality traceability and quality stability. Third, to fill the short board, narrow the gap between China and developed countries in high-tech fiber, accelerate the high-value fiber and its composite materials, high value-added, industrial low-cost key technology and equipment engineering research. The preparation technologies of meta-aramid, ultra-high-molecular-weight polyethylene fibers, etc. have reached the international level or above, with emphasis on new varieties and applications. Carbon fiber, polyphenylene sulfide, etc. are in the industrialization scale to promote the species, focusing on low-cost, high-stability manufacturing technology and equipment. Polyimide fiber, para-aramid, etc. are in the early stages of industrialization, focusing on solving key technologies for engineering amplification. At the same time, it has broken through the use of bio-based raw materials and bio-based chemical fiber green processing technologies and equipment integration technologies for the replacement of petroleum resources to achieve industrialization, large-scale, low-cost production, and expanded the application of bio-based chemical fiber. Fourth, in the area of smart manufacturing, efforts are made to break through the digitization and intelligentization of chemical fiber equipment and manufacturing key technologies, encourage the development of integrated manufacturing, management, information, and logistics systems, and promote the establishment of demonstration smart workshops and smarts in polyester, polyamide, and other industries. factory.
The "Guiding Opinions" focuses on new fiber materials and intelligent manufacturing in key areas and directions, and proposes the use of differentiated, multi-functional fiber quality enhancement, high-performance fiber industrialization, bio-based chemical fiber industrialization, and intelligent manufacturing in four columns. The specific content of technological innovation.
(III) Promoting Green Manufacturing and Cycling Development in Chemical Fiber Industry
Since the 18th National Party Congress, the central government has clearly stated that it must firmly establish a development philosophy of innovation, coordination, green, openness, and sharing. Adhering to green development is one of the important tasks. Green is a necessary condition for sustainable development and an important embodiment of people's pursuit of a better life. China's resource constraints are tightening and environmental pollution is serious. The contradiction between development and population, resources, and the environment is becoming increasingly prominent. Therefore, we must adhere to the basic national policy of resource conservation and environmental protection. Green manufacturing is one of the important projects of “Made in China 2025â€. Promoting the establishment of a green and low-carbon recycling industrial system is an important historical task during the “Thirteenth Five-Year Plan†period and a considerable period after that.
China is the world’s largest producer and consumer of chemical fiber. The green development of the chemical fiber industry is related to the national economy and the people’s livelihood. China’s chemical fiber industry has entered a crucial period of transition from a large chemical fiber production country to a powerful one. We must reduce our reliance on fossil resources and do our best to eliminate it. Environmental hazards. At the same time, as the source of the development of the textile industry chain, its green development process is of great significance to promoting the sustainable development of China's textile industry and even the national economy and society.
To this end, in the "Guidance Opinions", the development of green manufacturing and promotion of recycling are considered as one of the important principles, goals, and tasks. The first is to promote the development and application of green design, green manufacturing, and recycling technologies, promote energy-saving and environmental protection technologies and equipment, continue to promote cleaner production, and deepen pollution control. The second is to promote the construction of recycling system and promote green consumption. In 2015, of the approximately 48 million tons of chemical fiber in China, chemical fibers made from petroleum accounted for 90% of the total production capacity. Oil is a non-renewable resource. Therefore, the issue of the sustainable development of chemical fiber has been placed in front of us very urgently. At the same time, chemical fiber products are not easily degraded in the natural environment, so the impact on the environment will inevitably increase. In this regard, the "Guiding Opinions" explicitly proposed the establishment and development of waste recycling textiles, waste polyester bottles and other resource recovery and product gradient recycling system, and further increase the proportion of high value-added recycled chemical fiber and products. Promote the construction of bio-based chemical fiber, recycled chemical fiber, and liquid coloring chemical fiber green fiber sign certification system to increase the market awareness of its products. The establishment of an industry green development fund focusing on chemical fiber enterprises and the China Chemical Fiber Industry Association, such as the China Chemical Fiber Industry Association and the Luyu Fund. The third is to improve the industry standardization and evaluation system and improve the level of green manufacturing. The "Guiding Opinions" specifically put forward propaganda and list announcement management work for key industries such as regenerated cellulose fiber and recycled fiber, and established and improved evaluation systems and standards for cleaner production.
In order to clarify the direction of the mission, the “Guiding Opinions†has specifically set up columns for green manufacturing and recycling, from high-performance sorting and recycling technologies for green manufacturing technologies and equipment, used bottles and used textiles, to high-value recycled fiber production. Four aspects of technology and equipment and key technologies for industrial coloring industrialization put forward specific directions. Through the “13th Five-Year Plan†period of its green transformation, the implementation of its green and low-carbon structure, China's chemical fiber industry will certainly take a new step in the implementation of green development to reflect China as a chemical fiber giant Social responsibility.
(D) Strengthen international cooperation and build industrial chain competitive advantage
At present, China's opening up to the outside world has entered a new phase where major trading nations are moving toward investment and output of products is moving towards industrial output. In this context, the Central Government clearly stated that it is necessary to support enterprises in expanding their outbound investment, promote equipment, technology, standards, and services to go global, accelerate the construction of the “One Belt and One Roadâ€, promote interoperability of infrastructure, strengthen international capacity cooperation, and integrate into global industries. Chains, value chains, and logistics chains foster a group of multinational companies.
Although China is a big country in the chemical fiber industry, our enterprises are basically distributed in China's native areas, and are mainly distributed in the eastern coastal areas. There are few multinational companies. At the same time, it is also necessary to increase the level and quality of foreign capital utilized by the chemical fiber industry in China. Therefore, the "Guiding Opinions" in the development of principles, tasks, and policies and measures will strengthen international cooperation and promote the focus of chemical fiber companies to go out as an important content, and actively participate in global resource allocation and international industrial division of labor, and cultivate chemical fiber multinational companies. Combining the implementation of national strategies such as the “One Belt and One Roadâ€, during the “Thirteenth Five-Year Plan†period, key enterprises will be promoted to actively develop international capacity cooperation, and China’s leading chemical fiber manufacturing technologies and equipment will be utilized to form an upstream and downstream industry chain and actively build competitive advantages. The global division of labor system, R&D innovation system and marketing system promote the international cooperation and development of products, technologies and markets.
At the same time, we must also improve the quality and level of China's use of foreign capital, introduce high-end technology, advanced management experience and high-quality personnel, and accelerate the formation of a new pattern of internationalization of China's chemical fiber industry.
(V) Innovative development mode to enhance industry soft power
The Central Economic Work Conference proposed that the ultimate goal of structural reform on the supply side is to meet demand, and the main direction is to improve supply quality. The fundamental approach is to deepen reforms and improve the adaptability of the supply structure to the demand structure. The “Thirteenth Five-Year Plan†proposes that quality brand promotion actions should be carried out to support enterprises in aiming at the international counterparts to push forward the technological transformation and achieve a comprehensive improvement in product technology, process equipment, and energy efficiency and environmental protection.
Excellent brands are the embodiment of manufacturing technology and quality. They are the important connotations of shaping the core advantages of the manufacturing industry. The State Council document also proposes to carry out special campaigns to increase variety, quality and brand, improve brand competitiveness, popularity, and improve the brand service system. . To this end, the "Guiding Opinions" places a very important position in strengthening brand building and expanding the influence of high-quality fiber. It is clearly proposed to continue to promote the release of Shenghong·China's fiber trends, strengthen corporate brand building, and focus on cultivating a batch of strong Internationally competitive brand companies promote the internationalization of corporate brands.
Standards are the technical support for industrial development. They are the basic system for ensuring the sustainable and healthy and orderly development of industries and enterprises. They are important guarantees for improving innovation capabilities and improving quality levels. Therefore, the “Guidance Opinion†regards strengthening standardization as an important part of improving the soft power of the chemical fiber industry. It proposes to further enhance the system and integrity of the standard system, improve the national standards, industry standards, and group standards of chemical fiber, and improve the standards in product innovation. The basic guiding role in quality promotion, brand building and green development.
In view of the new situation in which the chemical fiber industry enhances innovation and international development, the "Guiding Opinions" specifically proposes to further improve the group standards for chemical fiber associations, accelerate the conversion of new product and new technology achievement standards, and actively participate in the new requirements for the revision of international standards.
The China Chemical Fiber Industry Association will actively play the role of a bridge between the government and enterprises, conscientiously study and publicize the "Guidance Opinions," and organize the association's sub-committees and committees focusing on innovation, structural adjustment, green development, brand, and quality improvement. Work creatively to cooperate with government departments to actively promote the implementation of the “Guidance Opinion†goals and tasks, strengthen investigations and research and relevant coordination, and promptly identify problems that appear in the implementation of the “Guidance Opinions,†and make unremitting efforts to build China into a chemical fiber country. .
