1. Communication security: It includes the composition, tasks, and related signal requirements of wired, wireless, alarm, and coordinated communications to ensure unblocked and unimpeded communication.

2. Transportation security: Including the number and quantity of rescue vehicles, and clarifying the mission requirements.
