Guangdong's leather industry issued regulations to eliminate backward production capacity

Recently, according to the Guangdong Leather Association, Guangdong introduced the leather industry to eliminate backward production capacity rules, many tanning enterprises are very concerned about how to determine leather labels and calculate backward production capacity.

According to relevant national policies, in the Guangdong Province, the tanneries with an annual production capacity of less than 30,000 sheets basically no longer exist. Today, Guangdong Province has formulated more stringent standards based on the actual situation, that is, in addition to the tanneries with an annual production capacity of 30,000 or less, it also includes factories that do not meet the standards for wastewater discharge and pollution control facilities.

Chairman of the Guangdong Leather Association, Wang Jianxin, said: “The tanning industry in Guangdong Province has to phase out backward production capacity of 510,000 standard labels this year. The label here is calculated on a piece of cowhide leather, that is, 1 piece of leather is a standard sheet, and other leather sheets. Referring to cowskin conversion, 2 pigskins and 5 sheepskins are counted as one cow leather."

According to the Ministry of Industry and Information Technology, the elimination of outdated production capacity in the leather industry is not only the closure of non-compliant tanneries, but also part of the improvement, such as the discharge of environmental standards, the technical transformation of tanneries, and the renewal of equipment. In other words, the production lines or companies that have taken these measures can be counted as eliminating backward production capacity.

Enterprises that actively eliminate backward production capacity will be rewarded

In 2007, the central government set up a special fund to reward enterprises in underdeveloped regions for eliminating backward production capacity. In 2010, the state initially arranged for 4 billion yuan in award funds. The Ministry of Finance stated that in the arrangement and use of funds, it is necessary to strengthen communication and consultation and give full play to the role of the competent department of the industry. Local industrial and informatization authorities should consult with the financial departments to make good use of reward funds. At the same time, local governments must raise funds in accordance with the requirements of the State Council. The funds support the elimination of backward production capacity in the region. Based on the actual conditions in the region, Guangdong Province will reward enterprises that have actively eliminated backward production capacity. For enterprises that actively eliminate backward production capacity, it is necessary to do a good job in the collection and preservation of outdated production capacity data and data for review by related departments.

Through the news media, the government will announce to the public the list of enterprises that have eliminated backward production capacity, the backward equipment and the deadline for elimination, and expose areas and companies that have failed to eliminate backward production capacity to strengthen social supervision.
